Well, you got two really nice maps. It depends on what you're going for theme-wise. If it were me, I'd pick #2 because of its openness for creating. On the other hand, #1 is really nice if you want to put your villagers on the lower-half of the map. Again, depends on what you want to have your second town be/overall theme your going for.
Because the train station, the recycle/sale shop, and the main building are all very close to each other, as well as the plaza. Which I find extremely helpful.
Also, if you're into villager/dreamie location planning/chanaging: town 1 would be perfect to align all dreamies along the bottom in a straight horizontal line
Also love how in Town#1 the tree is right in the middle.
The River in town #2 is still cute as well!
Overall they're both good maps, but preference wise for accessibility, personally i'd prefer Town# 1
1st one you have the Train Station, Plaza, Re-tail and Town Hall really close to each other each is good but the problem is it seems to consume lots of space also, if villagers decided to put most their houses in there, you won't have that much space for PWP afterwards, if you can get a way for them to move to other side of the river, you can concentrate most of the PWP as a theme and make it look nicer.
2nd It has a lot of space to put houses, trees, flowers but you also have to spend a lot of space on paths if you want you path from to pass from Plaza, Town Hall, Re-tail and such.
I would personally chose the 1st one and try plot reset.
I think number two looks better. Number one leaves very limited room for landscaping and whatnot, but two is slightly more open and the river doesn't consume as much space.
I prefer #1 because of the location of the town hall/tree and re-tail. I'd also put my house on the sort of "Island" near the cliff waterfall and make a private garden or something.
I like #1 because everything seems close (spots like Re-Tail and the Plaza).
I like #2 best because it seems like it has a lot more open space and it might be more flexible to do whatever you want and I like how the beach is so big (plus I imagine you can reach the small spot of beach below the train tracks by swimming and that's neat, you can make a sort of secret hang-out there).
