I like both of them, I'd say try having both if possible and see who you'd click with more.

I voted Bluebear though because I've had her for a long while in one of the previous games.

I've only had Bluebear, but I liked her alot. I eventually let her go only because the dialogue was too similar to my favourite peppy, Dotty. I really liked her catchphrase though, peach!

I had bluebear in Newleaf, she's so sweet, so I voted for her. I'm currently trying to get her to move into my New Horizon's island

I’d recommend Cheri because I see her way less often than Bluebear. It’ll make your island seem more unique, if that’s what you’re going for.

I’m biased towards bluebear because she lives in my gamecube town.

I like Bluebear, her design is good and her name sounding like blueberry is really cute. I've never had her in a town but she's definitely the one I'd choose here.
