Which Island theme should I go with?

For some background, I originally wanted to have an element island theme. I would have at least one villager represent the four “elements” of fire, water, air, and earth. I would also have villagers represent sub environments, like a beach, and I was going to also have a few other villagers that have modern houses to represent advancing technology. I don’t really have a plan for the layout if I went with this plan, but I think with this theme, I could really expand on the idea and make it how I want to make it since it’s not based on a real idea.

However, I recently had an idea to have an all penguin island. For this theme, I could base it off of club penguin and have the locations that are shown on the map. I could have all penguins (except one, you’ll see later). For example, I can add a little club area to represent the disco and put the able’s sisters right next to the shop to represent the clothes shop. I can even add a school, lighthouse, and ski slope.

For both themes, I am conflicted on villagers. There are villagers on both sides that I really like, and then there are villagers than I can tolerate, but I wouldn’t be in shambles if they moved out (I would probably still keep them for the theme).

If you vote on one theme over the other please provide an explanation if possible. I will provide villager lists for both themes if anyone needs them.

Element-themed Island:

Penguin Island:

*Penguin island is missing an uchi villager because I don’t know whether or not to let Flo on the island.
**Pietro is on the penguin island because Tex is not the vibes. He’d ruin everything. Pietro is round and a clown, he’d fit in perfectly.

aaaa those both sound so cool omg... i had to vote for the club penguin one just slightly winning out since it sounds like an adorable concept and i think penguins are so cute and underrated ;-; plus having 9 penguins and then randomly pietro seems adorable to me for some reason. i am curious though, isn’t flo the only uchi penguin? if not her, who would you have?

Personally I've always hated elemental themes for anything, so boring.
Club Penguin is a cool idea though, even if I never played it, back in those times Habbo Hotel was where it was at here in Denmark.

I would love to see a club penguin themed island! I think it would be more concise than an elemental island, which I think might be more difficult to convey given the limited furniture in the game

I think the penguin idea wins for me. I can't say no to any island involving both Pietro and Sprinkle! But if you'd rather go for variety, I think the element idea would be interesting.

element themed island is such a unique and original idea!! i don't think i've ever seen that before!
but on ther other hand, a club penguin island is too cute too resist. both for the happy memories of club penguin and because the penguins are really, really cute imo.

ah yes, Flo is the only uchi penguin. If we are going off of which uchis I like most, I'd probably have Cherry. However, she doesn't really fit the penguin vibe if you get what I mean.
