To me, Cake Time sounds like more of a fun, friendly little establishment. While Cake Bliss sounds more quiet and elegant. I would go with whichever best describes the feel of your cafe.

Since any time I get to have cake is a blissful time I suggest "Cake Time Bliss". Mmmm..... cake...

I think Cake Time has a better OOMPH to it, personally. I'd totally go and eat cake at a cafe that had that name... And I don't even like cake! :O
