When you streetpass someone more than once, they'll have a prize for you. When you see them and they are holding something, just talk to them and they'll give it to you.

as mentioned, repeat streetpassers that are in your Happy Home Showcase start giving you balloons, pinwheels, and ice creams.

also, people here can get them and sell them to you...
