Where should I place my permanent PWPs? Campsite, etc.

The X is where I'm thinking of placing the campsite, but I'm not sure where to put the cafe or police station (once they're actually suggested lol)

Maybe once the two villagers below the plaza move out, I'll place the cafe there?
And then the police station in the top-left corner?

I need advice :x

I personally, wanted to spread my stuff out a bit, so yeah I'd put the cafe down below the plaza, and the police station to the left of the train station. I have my police station near my train station, and idk why but I just really like it right there.

I grouped mine in a row with my Town Hall because i liked the look.

Funnily enough, right after I post this Deirdre plunks their house where I said I'd build a cafe, adding a third house to that little row.

These animals do not want to help their town develop, apparently.
