WHEN (in-game time) should I start a new town made to say good-bye to NL era?

I mean, a time before real-time where I'd catch up to real-time by the time AC Switch releases. I'd play, like, 2 in-game days in the span of 1 real-time day. What do you think I should do?

That's a difficult question to answer since we don't know when AC Switch is going to release yet. How long are you okay with playing at real time for?

If you're picky about town layouts, a good time to start is around 7-8 AM. If you're dedicated enough you can likely find a town lay out you want to keep in a few hours. This way you will be done in the afternoon and can play at a decent hour.
