When Do You Get Jacob’s Ladders?

Isabelle told me I hit five stars today (although my town is only halfway “complete”) but I haven’t seen any jacob’s ladders growing anywhere in my island. When do they show up? Do they always show up? And how many of them shows up? I remember in NL, I saw one before I even realized I had a perfect town so I don’t know if it’s the same in NH or what.

It's RNG, they spawn randomly as far apart as up to two weeks from what I've read, took 5 days to get my first one, then about a week for the next, I was luckier with the following 3.

Yeah they're very random, I got one on the same day I reached 5 stars but then my next one didn't pop up until 2 weeks later!
