I think it's because he reminds people of a marshmallow and is really tiny with a pouty face, that seems to be his appeal factor from what I've seen. He's not really my cup of tea, I thought he'd be better than he is as I currently have him in my town.

I never really saw the marshmallow look in him.

I asked the same question, because I'm new to ACNL (not AC, just NL), so I saw that he was popular and decided to see what the fuss was about. I looked him up and as soon as I saw his appearance, it clicked.
He looks like a slightly emo gentleman. Which I'm sure is perpetuated by the smug personality.

But that's just my opinion. I've never met Marshall, so I could be missing something.
