So, a while back, I came within arm's reach of getting all my dreamies. I had one holding in a spare town, and had moved out my final non-dreamy villager.
Then, the next day, it turned out the person who'd adopted him had had someone in their void, and that villager moved in. Ruining everything. For the past almost-a-month, I've been using any day a villager thinks about moving out to do a few quick "2 days forward, 2 days back" style cyclings. No dice. I recall the "Last Move-In Will Never Move Out" rule.

Is that an absolute rule? Will he eventually want to move, if I'm patient enough? Or will I need to sacrifice a villager who I might have a few dreamy alternatives for, to try and get the villager I've been holding in, and then get Clyde out after that?

Well. I recommend any time when trading and your holding a spot for someone, make sure they aven't voided in anyone in a while. But that's not the point.

It's relly really really really hard to get the last villager to move in, to move out. But it's possible. :) It'll probably take a while. A month or longer possibly.

I also don't recommend using the 2 forward one back, but whatever. :)
Good luck!

Do you have another quick way, without travelling very far ahead (I have dirt paths), of getting more pings for your buck? So far, the 2 forward, 2 back (starting on the day I deny a move-out request from someone I want to keep) seems to work pretty well every time in terms of getting pings, and it's the only one I know that doesn't involve destroying my months of path-making.

Edit: But thanks for the encouragement! It's good to know that with enough perseverance, I can succeed without enacting an annoying plan.

I've heard that the last move in can ping you, it's just very rare. If not, you can always hold one of your current villagers in your other town, cycle, and bring them back (and get that last villager out). Meanwhile, in your holding town, you might have to keep the other villager from moving until you have room in your own town.

I typed up my reply before you replied, so ignore what I said about the method I use! It does entail travelling far ahead.

The only "improvement" to your method I've heard is to use a new file to leap ahead and see who has moved out, then quit without saving. Do you plot reset? It's the same idea. It just saves time finding out who will be pinging to move.

If you aren't familiar with creating a new save file, don't try this without more information! If you accidentally load an existing character, your paths and worse yet your dreamies could get messed up.

The most recent move-in can definitely move back out again. In my old town, Cherry pinged to move just a few days after showing up. Maybe it's really rare but definitely possible.

NO!!!! I CAN'T BE STUCK WITH MS.UNIBROW FOREVER! I HATE VOIDS/WIFI NOW!

When I was cycling, I had a villager move out when he was the last one to have moved in. It may be rare but it can happen, as Wyndfyre said.
