Is it because I'm always lazy and never do the part time at brewsters and never noticed.
But I'm doing the part time to get meow coupons, and noticed a completely different villager (carmen) come into the shop.

Did I miss the memo all this time and random villagers can come in the shop while you're at work (not just the ones living in your town)?

Brewster doesn't pay you MEOW coupons, but one of the possible initiatives is to work a shift at the Roost. And completing the initiative will earn you the MEOW coupons back at the CAT machine.
