It means Original Character. It's a character that someone creates, makes a back story for, the whole bit. ^^
An OC is an Original Character that you creat yourself, or purchase from someone who has made them. They can be from a story you made up, book, movie, etc etc etc but they are supposed to be completely original in their design.
Eg, these are my OCs (ty computer trash for the art!)
I created them and their designs and personalities myself. They are for a story i one day hope to write into a book!

OCs are the greatest thing to come from fandoms, and have provided an endless amount of lulz for all of the internet since they first came into being, while showing no signs of even slowing down
