I believe it has to do with DLC special characters, like the 3DS in HHD. Anyone have any other ideas?

I had the same thought. I read (if I read correctly) that Japan is getting 7-11 via download. I assume it's what Harvey's wi-fi does, just like you could download special character design quests through the 3DS upstairs in HHD and get special theme items, like the 7-11 and campus sets.

Isn't it to summon one of the 50 "new/returning" villagers to the rv campsite? I can't figure out how to get anyone in that second spot, maybe only the 50 returning villagers can go there?

amiibo characters and the 50 returning villagers can. the 50 returning villagers get a set of cards released in stores in december. they dont show up with wifi, they will with cards. i have amiibo (like the kk amiibo for example) and it shows up at the second spot.
