What happens If a dreamie moves out~

What happens if a dreamie moves out; but you go to another town and talk to the same villager (in boxes) who just moved out of your town?

you actually have to cycle through 16 villagers moving in and moving out for them to move in again! they wont move in at all unless 16 villagers have been cycled
