What does problematic citizen do?

I've been tempted to do this to a villager of mine I want kicked out but what exactly does this do when you go speak to Isabelle in the town Hall?

usually what i use it for is to make a villager change his/her shirt (they end up wearing a generic white t-shirt)

They change their T-shirt, return to their original catchphrase or delete their letters, depending on what you choose.

Doesn't always seem to work though. I recently selected the clothes option and it worked instantly the first time, every time since nothing though.

Clothing option works sometimes. In one town it worked and Marshall wears the gym tee.
In my guest town it didn't work. Peggy is still wearing the same shirt.

I think it only works on custom design outfits and catchphrases. The purpose of it is to remove inappropriate or vulgar phrases and images.
