You ignore them. I know it?s not the most satisfying answer, but it works. You can also time travel to get Gigi out, by talking to 1-2 of the villagers you love the most. They might mention that a villager wants to move. Walk in front of them to let them ping you, and you can either decline the move or accept. Be extremely friendly to them no matter what. I heard that it'll increase their chances of moving away if you help them. But I also heard even if you do this, it won't increase.
One of my first villagers, who I randomly took a disliking to, was Roald. I didn't know about tricks to move and things like that back then, so I just buried a pitfall seed near his house to prank him, then forgot about it. Then one day when I opened up the game, the screen at the start that has animals going out of their houses and walking around showed Roald walking out and falling in the pitfall xD Relaxing music kept playing and the camera kept slowly moving while he flailed around it was just,, so inappropriate that I laughed so much. He moved eventually xD A loong time later. But this is still one of my best ACNL memories and disliking him was surprisingly fun
I just pretend they don't exist. Usually they move out after a while and I can get someone I actually like.
Either that or I begin to like them. Such as what happened with Moose in my current town Fireleaf. I thought I would move him out as soon as possible, but now he's still in my town as a permanent resident.
Yeah, it's really best to either ignore them or befriend them. Bullying your villagers actually has the opposite effect and makes them more likely to stay because they "want to work on your friendship."
Honestly, I could never be mean to any of my villagers anyway. I love them all, even the ones I do want to move.
I just scan an amiibo if i have one that i can use and try to get the villager replaced, but most of the time i just end up liking the villager after a while.... I guess I give in pretty easy..
Either try to befriend with them or just ignore them. I stopped scaring them away from my town, as it was
not only a little bit rude from my side, I also started to just welcome every villager since I became so bored
having the same 10 villagers all the freaking time in my town. Worked pretty good actually.

Most of the time I just ignore them till they ask to move or do it themselves. Bullying/interacting with them actually makes them stay longer and the fastest way to get them to move is to avoid them (at least for me).
There's only a couple villagers that I hate - out of all 333 regular villagers + 50 WA + 6 Sanrio. Those few villagers I hate are disliked for a reason, due to unfaithful incident in ancient times of my ex.
I try all my best to not catch them in my sight, when, the game decided to give them to my town, and I'd most absolutely let them go when they're boxed up. And try to forget that they were there.
Aside from those few specific villagers, when they're a new face in my town and they don't really look likable, I just treat them normally like I do to my favorite ones. It makes me be liking them while I spend everyday like that, usually.
Recently I realized that I tend to get attached to the smug villagers who made me say "ehh!" at first when they moved in. Chops and Quillson are now my "I can't just let you go" favs.
Pitfall seed their house perimeter, if I see them on a bridge I'll close them onto it, push them until they get mad, hit with a net, give rotten fruit if they ask for fruit, report them to Isabelle (even though I don't think they care, in my head I think it's funny to imagine Isabelle going over to their house and saying something like "well.. the mayor said you were using bad language.... So... Stop it" and them feeling like they're in trouble), not doing any favors for them, and mail them letters like "you suck nobody asked you to be here" , trap in a 3x3 box with the shovel, could start using the megaphone to scream at them, etc
It all sounds mean but I LITERALLY DID NOT ASK for them to move in. The mechanic where a voided villager you visited their town moves in is infuriating
