What do we know about dock length since 3.0?

From what I've seen online, it can vary between 15, 17, and 19 planks - I'm interested if we know more yet about what affect this? Previous dock length/island shape, etc? Appreciate any insights!

I thought it was the same for everyone. Interesting it must take into consideration where exactly your dock is placed on the island.
