What could prevent a villager from pinging?

Hi! I've heard that its quite rare, if not impossible, for your most recent villager to ask to move out (via thought bubble). My question is, is there any other restriction like that in place? I've gotten good at getting villagers to ask to move, all except the one I actually need to leave. Over the past two days I've been attempting to get Antonio, one of my starter villagers, out. And literally every other villager has pinged at least two (even three for some of them!!) times. (Except my most recent one ofc)

WHAT on earth is going on? I've put maybe ten hours into trying to get this dude to move and he just wont. I've time traveled all the way to christmas. I've asked about starter villagers before because my other one was also particularly stubborn, and I was told that they're no different from the other ones. Am I just really really unlucky? I'm going insane here please help

Interestingly, I've only gotten two pings so far, both this week (I don't TT), and both of them were the two animals I hit the "true friends" status with. So I was speculating whether animals you had better relationships with were MORE likely to ping, but that is pure speculation based on a very small sample size lol. Could be pure coincidence.

My two who has asked to move out (Audie and Reneigh) were also "true friends." Audie asked while playing normally without time travel. Reneigh asked after I time traveled by about one week.

I have actually reached true friends status with him! And that's definitely helped me in other cases so I don't think its just coincidence. My starter villagers have just been bizarrely stubborn for some reason lol
 
I'm going on two weeks without a villager mentioning they're thinking of moving. Puddles came and went really quickly, but everyone else is quite stubborn. It's all up to RNG in the end.

I suppose youre right haha. I'm convinced that animal crossing can read my intentions because I've gotten incredible luck with random island villagers but absolutely none in this case. It evens out I suppose
