I've always wondered what causes the plaza tree to grow. Is it strictly how long you spend in your town, is it after a certain number of PWPs/house upgrades, or is it a combination of both? Since I recently restarted, mine's still pretty small (I think it only has 2 clusters) so I'm curious if there's a way to make it grow faster.

It relies on play time and number of days.
So for instance, one tree level requires 50 hours of game play and 50 days played.
Where some people get confused is translating the 50 hours into 2 days and 2 hours. You could play for 50 hours straight if you wanted, but you would still need to turn on the game (or TT) for 50 days (48 remaining) as well.
