WELCOME! (what on earth does this mean?)

So recently I've been milling around my currency box seeing how many bells I've earned and I constantly come across this one amount that seems to come from nowhere saying welcome it is usually accompanied by a generous amount of bells for little to no rhyme or reason. Why am I suddenly getting so much money?

I only got one starting deposit of 300 I think, then I got one for my bday, which was two days after I started.

Seems to me there is an inconsistency, at least it appears so from reading what people have received.
