Thanks to the dataminer, Alexis for posting this in the ACNH discord. Celeste can only appear if you have Fine00, Fine02, Fine04 or Fine06 weather for that day. Fine01, 03, 05 cannot spawn her.

Take note that Fine02 has overcast at 12AM, Fine04 has overcast at 7PM, and Fine06 has overcast at 11PM and 12AM. So if you are looking for Celeste at night and not sure what weather you have, it seems 8PM-10:59PM may be the sweet spot for searching for her at a glance.

Very interesting. Seems that pattern Fine06 runs parallel to Fine01 from 7pm to 12am.

Side question, if you set your time to 7:58, would you be able to record the weather for both the 7th hour and 8th? If you could, then I think it would significantly help narrow down your weather pattern very quickly

It changes by the hour, so I don't see why not!
