Wby can't i get my 9th Villager to move?

So Lily is my 9th villager and I don't understand why she won't move....
Sprinkle is my 10th villager and she is the one who I expected to not to ask to move, but Lily has been in my town since Skye moved...I need help because I'm making room for Eunice....

Have you tried befriending lily?

sometimes you just have to keep trying... if you have 10 villagers in your town there is a 10% chance the one you want will ask to move. so the odds are against you. it's taken me literally years to get some villagers out of my town because of bad luck.
