Ways to get Villagers to Display Flooring or Wallpaper?

This has probably been asked before, but...

I'm trying to get Midge to display the entire Lovely set, but one of the only things missing is flooring and wallpaper. I've mailed it to her before, but she never hangs it up. Nor does Tex, although I use the same method.

Is there a way for a villager to do so? Was I doing the right thing before by mailing it?

I'm not quite sure if you can. Maybe if you mail it to her several times like with clothes, she'll put them up.
