Bur i have a question.

I just placed some stuff ( items, clothing and some gyroids on the ground in specific places.
So that villagers couldn't move there.

But my question is, CAN villagers place their houses on my items ?

( I know they can do it to trees, shrubs, flowers and paths. )

But can they also do it with clothing ?

A villager can put their house any place they want. The only thing that stops them is PWP, Townhall, Retail, Town Tree pavement and the like.
So, yes a villager CAN place their houses on anything you have lying around. If you have the Police Station, the items will show up there (about 5 at a time) but if you don't have the Police Station yet, the items maybe lost forever.
You can't controll villager house placements my leaving stuff on the ground.

I left a bunch of items in my town plaza and when an event came along, it wiped most of it out. I'm pretty sure the same will happen in other parts of the town unfortunately.

Oh, but adding public works projects in those spots will work :)

^ build some pwps if you're super concerned, i suggest the flower beds because they're cheap and you can walk over them. 4x4 so that's a decent amount of space they can't park their houses on.

This is a good suggestion (I'm going to use it in the future!). Yes, stuff will not prevent a move in unfortunately. I learned that one the hard way.

Yeah, I always build custom signs PwPs to keep villagers from moving in spots where I want to put other PwPs in the future. I also like that I can decorate them. I usually just put up "Coming Soon!" signs, though.
