Villagers won't move out

I started up a new cycling town a week ago and I waited until I had 9 villagers and time traveled 2 days, and between those I would check if anyone was thinking of leaving. After about a month of in game time I figured if I got the approval rating to 100 I might get a better chance of a villager moving out. I continued until about mid September
And I still had no one at all thinking of leaving. I thought maybe it was just the town so I restarted this morning.

I've gotten to 9 villagers and I have been time traveling for nearly a month of in game time and still, no one is wanting to leave.

I need to get the villager out as soon as possible because a new random villager could be moving in tomorrow.

Hi, in case you haven't looked at this guide, you might want to. Read the section about starting a cycling town from scratch. Seems you need to just be patient and check EVERY day.

I believe that it is faster and more efficient to skip 2 days but yeah I'll try be more patient ;;

Yup, I did all of that.
