Villagers... won't move out?

Trying to get Merengue in boxes but aren't having any luck getting any of my villagers into boxes! I have nine villagers and have been time traveling for a long time. I've jumped about a month and a half in total, a day at a time, but no one's left, pinged me, anything! I've even jumped forward two years and nothing's changed except there are more weeds in my town!

Is there something I'm doing wrong?

You have to talk them. Ignoring them means they will never ping to move, or do anything.

And I do talk to them occasionally, but even jumping a few days ahead has no effect.

Aww, you have to finish the development permit? I had a cycling town and I didn't finish the permit and villagers were moving out.

I never talked to my villagers in my cycling town. I screwed up the Cycling method once (2 yr 5 days) and I just TTed day-by-day until someone was in boxes.

I would use the two years and five days method but it only works if you time travel from a day a villager's in boxes...

I know I use the method. But before you can do so, you have to get a villager in boxes. You'll never know when that villager will be in boxes unless you talk to them at least once. Afterwards, it doesn't matter.

You're maybe in the "tutorial mod". If your city is new, you have to speak to all your villagers so they will explain you how to sell fruits, how to send letters and blabla until you know all you need to play with autonomy.

Then, they will be able to move out.

If your city is a new one, so you have to introduce yourself to all your first villagers for passing the "tutorial mod" and talk to each of them at least 2 or 3 times.

Then you'll ignore them and TT until one of them move out.

I screwed up the method. I never talked to any of them, and then after TTing around 2-3 weeks (in days), Shari was in boxes. If OP in just trying to get someone into boxes (Without Pinging), it is completely possible to get someone in boxes if you have never talked to anybody.
