I use the diving trick, I fill my pockets with flowers and put my money in letters yet every five minutes when I get out of the ocean and one of them ping me it's always the same stupid question or a catchphrase/greeting change request. I'm getting so frustrated, I've had the game since the release day and hardly any of the PWPs I want to build have been requested. I'm starting to lose my patience. Are there just days where it's just impossible to get a request? I've been getting pinged every five minutes for the last five hours and NONE of them were PWP requests.

It's the same for me every time!
Just play through the game. I got most of my PWPs by playing normally. Trying to outsmart RNG is begging for trouble.
Also you don't HAVE to dive. Saving and quitting will have the same effect, as well as simply playing. The reason the "diving trick" is a thing is because being out of your animals' sights for five-ten minutes makes them "forget" you in a sense. This enables more pings. You can achieve this same result by playing normally and not being in an animal's sights for a bit or, as I said, saving and quitting.

If you don't mind TTing, I just played an hour or two then TT'd to the next day. That's how I got most of my pwps. I think friendship may have a small effect on getting requests as well, so making better friends with your animals is never a bad thing either.

When I start the game on my mayor and I have less than 5000 in my pocket and just my tools (no bug, fish or furniture) and I just walk around one of them pings me for a PWP..

Now I don't seem to play new leaf as much as I used to. Originally, it was something different every day.

Do you have any PWP's in your town?
I had the same issue, but then I put a random street lamp in my town, then I started to get them everyday.

I went for a swim out to as far as I could go and let it idle for about 10 minutes and came back, Avery approached me and told me we need a lighthouse and requested it to Isabelle, last night I was on kind of late and Renee approached me about a caution sign that she saw in another town and that we needed one and put in the request. So it works you just have to be patient and keep trying. Good luck!
Ha! Y'know what I just figured out? All of the PWPs I am waiting to be suggested can only be requested by UCHI villagers. Guess what kind of villager I don't have? A Uchi villager! There is only one PWP I don't have that can be suggested by a non-Uchi villager. That's clearly why I wasn't getting requests! How stupid am I? I just had a lightbulb moment and went through the whole list and realised my error!

I feel so silly now. I was actually starting to lose hope. No wonder no one would suggest anything! Although there was one Smug request left and Lionel asked what colour flower he was TWELVE times in a row... So that was annoying.

Literally just laughed out loud at this. Lionel does love his colours... But only red and yellow!
