Villagers I've never had are showing up on mainstreet

I know that when a villager moves out of town, you will eventually see them show up on mainstreet.

However, twice today I had two villagers I've never had show up on my mainstreet. The first time it was Tammy, and the second time it was Sylvia, and both of them said they had previously lived in my town. I know for a fact that neither of them have ever lived in my town.

I have kept every single letter from every animal that has ever moved out, and I remember anyone anyways. Even Cobb who didn't live in my town long enough to send me a goodbye letter. I've also had the same ten villagers for years, so I know that they didn't just move in and then move out whenever I wasn't playing. And I don't think this would have anything to do with it, but I almost never wifi with anyone so I don't think they would belong to somebody else.

Is my game just glitched or something? In four years of playing, I've never had this happen until now.
 
If you get a lot of street passes, I think that may be how you're getting randos. But, I've street pass almost daily and I haven't seen a rando pop in.
 
I think it's safe to assume you're attracting con artist villagers. I believe it. They're trying to hoodwink you! Uchis are cunning.

No but that sounds super odd. I tried searching online and from older posts it doesn't seem rare but no one really has an answer.
 
If you sit on the tree plaza, you can see all the villagers who moved it...maybe there's one random villager you forgot about?
 
This is a tag on question- If they're showing up on your Main Street and are claiming to have lived in your town, does that mean that they're in your 16 Villager cycle? That seems really strange. Especially if they never actually lived in your town. That would make getting dreamies a pain.

I have no idea... I hope not, but at least with amiibo cards I don't have to worry too much about cycling. They're showing up at the same time as Tutu, Astrid, and Eunice who haven't lived in my town in years, so I guess the same is saying they "lived" in my town during that period but I know they never did. That was a really stressful period for me, because all three of those villagers took forever to move out so I could make my cat town, so I would remember if Tammy and Sylvia lived there as well. This is so weird
 
Sometimes when I work for the Roost, I'll have animals that have never been to my town before. I don't know if the Roost is supposed to only have special and animal villagers who are or had lived in your town, but I got randoms that way.

That's normal. It's apart of that mini game to try and make it a little more challenging I guess. Same as how the hide and seek tours have random animals

Well, I have Amelia on the Main Street in one of my towns and she's never lived there. She has lived in one of my other towns and I booted her out with an amiibo card. I have two 3ds systems so they spotpass each other. One day Amelia arrived via Spotpass in one of my other towns on Main Street and that town had an open spot.

I don't like Amelia and when I saw her there I immediately used an amiibo card to move Portia in. So Amelia is lingering around my Main Street like she lived there once, but I never gave her a chance to move in.
 
I've had this happen in one of my towns. The oldest one. I have not gone through many villagers so I know who I've had and haven't had. That town is old and I was terrified to let anyone move in fear that one of my paths would be destroyed. But I've definitely had stranger villagers show up. They've never said anything about living in the town before... they just say they're there to window shop.

I like the streetpass theory.
