I (finally) got Purrl to decide to move out. Her move date is tomorrow. However, the 2 times I've seen her since she asked to move she pings me. Both times I ran away so fast. I've heard that villagers can back out on moving on the last day, which I really hope isn't the case. Because Purrl keeps pinging me every time I see her, will she be likely to back out of moving? Is there anyway to prevent this?

That happened to me before, so I can confirm. They do back out from moving, and that's so annoying!
They talk about being moving soon and you say 'Ok good luck' and they are like 'nahhhh that's just a prank bro, I'm staying'
But, basically, the only way to prevent them to do that is what you've been doing. Don't talk to them. ^^'

This. Basically, after they ping to move, never talk to them again. Otherwise they sometimes do change their mind.
I didn''t know they could ping to back out of moving, but I did know you could talk to them to get them to back out of moving, because they'll eventually bring it up in conversation saying they're moving in a few days and they aren't so sure about it any more. Odds are she probably will back out of moving and if she does, you can just switch your 3DS off and then run past her again. 
I didn't know they could ping you to tell you they decided not to move out. I know they mention it in conversations and you have the option to keep telling them to move or to talk them into staying in town. Maybe this option was introduced in case you said bye-bye when you didn't mean to.
I've had movers ping me for pwp requests and other things but I don't think they've ever pinged me to say they changed their mind. That's always come up in conversation when I've either continued conversation or been the one to initiate the conversation. If you've done so much in town that you wouldn't want to just quit without saving, I'd avoid the mover just in case. If not though you might get one last request out of them.

I thought movers only ping when they tell you they are gonna move? I thought the next time they ping, it would be PWP suggestion, catchphrase chane, fruit, etc?
Cause I thought if you just generally talked to them, that they would move out. I want to test this in my cycle town now. :0
