Villager won't move into my sister's town - help please!

I got a second copy of ACNL yesterday and i've been cycling through it. Rosie decided it was her turn to move which is great - she's my little sister's dreamie!

When she came to my town and talked to Rosie, Rosie only said she was moving somewhere. She never brought up the "I have nowhere to go" speech so that my sister could invite her. I've been trading villagers with friends (and recently with other people) for a long time and this has never happened before.

I feel like I'm missing something obvious, but I can't think of anything that could affect Rosie like that. My sister has space in her town for a new recruit. Any advice would be greatly appreciated by me and my sister!

Did she have Rosie before?


Also your sister might have gotten a random move in plot. Ask her to check her town.

This has happened to me twice but it was because I had picked up voided villagers without knowing.

She didn't have her before but I just checked her town and there IS a move in plot! I ruled that out as a factor since she has 9 villagers already, so I didn't expect there to be a tenth villager moving in randomly.. My bad XD
