So far the only one I can think of as a potential fit is Pekoe. And given there's so many villagers, I'd like a little insight from you wonderful people!
Villager suggestions (Zen/flower town)

I can share my list of potential zen villagers. Not sure how many of them will fit with your flower theme as well, but some of them should.
Snooty: Blanche, Greta
Peppy: Pango, Pinky
Normal: Annalisa, Gladys, Pekoe
Uchi: Hazel? (I couldn't really find any uchi villagers that fit the zen theme.)
Cranky: Hamphrey, Rizzo, Walt
Smug: Ken
Lazy: Chester, Drago, Wade
Jock: Flip, Genji, Snake

You can use bamboo and hydrangea:
"Hydrangea is a genus of 70?75 species of flowering plants native to southern and eastern Asia (China, Japan, Taiwan, Korea, the Himalayas, and Indonesia)"
Lily can fit very well, they are Asia native.

Genji sounds like a perfect fit for a zen town!
Some of the frog villagers could go well in your town too!

I notice no one mentions Opal or Greta.
Both have very zen/exotic themed homes.
Also agree with those that say Pekoe, Margie, Marcel, Kabuki, Hamphrey, Annalisa, Genji, etc.
I actually picked Hamphrey as a final villager for my third town partially for his house and partially because I grew up with Hamtaro hamsters being a thing and he reminded me of Boss. >.>
