Villager question

I just recently started a town and 3 villagers moved in already. So currently, I have 8 villagers. I heard that you can't invite a villager in when you have 8 villagers because the game prioritizes randomly moving in villagers. But it hasn't moved in a villager for 2 days (today or yesterday). Can I still invite a villager in? Or no?

I've always invited villagers in while only having 8 and I've never seemed to have a problem. I've never actually heard that the game prioritizes random villagers, but I may be mistaken.

Probably the opposite, I think villagers you invite will always take priority. You should be fine.

When I started my town I didn't let any random move ins happen
All my villagers were asked to move in
Never had a problem
