So I haven't been around that long and I'm probably just stating the obvious, but I've noticed something.
When I first came here I was expecting the top tier villagers in the trading plaza to be in the realm of "No way you're gonna get one of these!" And I was like "Eh. I don't really want them." So once my 10th villager moved out I went looking on the plaza for a replacement. I figured something no one was really attached to, like Nana the normal monkey, would be a good one to seek out.
No notifications and only one or two threads selling her. Yet I see threads selling top tier villagers like Whitney almost every day. I mean sure there's a lot going on down there in the trading plaza, but it seems like the more popular villagers, by having that very status, would be more likely sold than any other.
I can understand why this happens. The most sought after villagers would be the ones that most grab the attentions of cycling towners and the ones who would gain them the most profit. Whereas the ones who end up in lower tiers would just be relegated to giveaways. I let Bubbles the Peppy Hippo leave without putting her up for sale because I'm absolutely sure that no one has any attachment to her. Does anyone even like hippos?
tldr version: The more popular a villager is, the easier it is to obtain them because everyone's going to be selling them on the plaza.
