First of all, note that this is only for moving out stubborn villagers. This is not a "how-to" for time traveling and efficiently moving villagers. Google search a guide for that. I will also be making one in a seperate thread later.
Note, please follow the following with care. I am not responsible for any accidental move outs or damage to your town. Take my advice at your own risk.
From my experience, I've made the hypothesis that a 10th (or otherwise LAST villager move in) will only move out if you have followed the below:
If it is a requested move in, even if he or she is your 10th, they can move without a problem usually. If they directly requested to move into your town from either the campsite or another town you visited, and you said yes, they WILL move randomly still. Just keep trying to get them to ping you.
EDIT: AGAIN, the above striked information is not true!
If he or she did not request to move in, and if your villager was moved in via streetpass or wifi randomly, read on, for these move-ins do NOT move out at all unless the following is adhered to.
Here are some examples of what I've done.

Since she did not, I left disappointed, but not without falling victim to her LAST move out, Katt, who had moved out a week before. She was still in limbo! "How the frick did that happen?!" we asked ourselves. And thus, proof that voided villagers WILL still try to move to other towns given the chance.

A: Because, when it comes to streetpassed or wifi-passed random move ins, the game reads the last villager moved in as next to impossible to move, UNLESS you have 8 or less villagers.
Q: Hold on, what!? I have to time travel?! OMG I never TT, ew, please!
A: I've illustrated the time travel is the most efficient way to move out villagers. If you want to wait 1-2 months at least, or be bothered by their birthdays interrupting their potential chance to move, be my guest. I'd imagine that the Time Traveling is not neccessary nor to that amount, but it's what made it easier for me to cycle through all my dreamies (since you still get random move out requests, this method just ensures that the 10th or last move in WILL be one of them)
Q: Wait, why do I have to avoid their birthday?
A: Because, from what I've been told by my friend and from my own experience, most villagers have their birthday planned in advance, and there's a chance that it interferes with their chance to queue up for moving out. It's better safe than sorry. If you find evidence that this is not the case (move out ON or near their birthday) then let me know.
Q: What if they moved randomly into my town, and now I have 9 villagers? Technically they're not my 10th.
A: Yes, that's true, but you still have to adhere to the rule that the last-moved-in title does not belong to the one you want to move out. The reasoning behind this is probably the fact that random move ins generated IN-TOWN no longer occur after you have 8 villagers. The motive behind it is probably because the developers wanted new faces moved in from random bouts of destiny to stay in your town for a while.
Q: This is all confusing, why do I have to move my dreamies (cries)
A: You don't have to move your dreamies unless you have a full town with nothing but dreamies and the last move out is streetpassed or wifi passed. If that's your case, I'm sorry, but I think you'll be keeping your 10th for until you move someone out and then someone back in. Good luck.

A: Well, if you have open spots in your town, you're gunna be unlucky if you walk around street-passing everyone. So turn that wireless switch off while out and about if you're worried. Or get a full town. One or the other. If you visit a friends town, ask them who was their last move out, and how long ago it was. Then gauge for yourself if its worth visiting and accidentally getting their last move out (unless someone else took them).
Q: I disagree with your evidence, and I've been ABLE to move out a last-moved-in villager who was a 10th AND not requested to move in!
A: Good. Please enlighten me with your evidence in the most detailed manner possible, and I'll either rebut your statements or accept them as empirical evidence worth noting. I still believe after having dealt with two of the same type of move in, but in different forms (both were non-mutual, wireless interaction-based moveins, one being from streetpass and one from wifi), that I have enough evidence to show WHY people have SUCH a hard time moving their last villager who came in randomly! This is only to help, not to hurt, which is information I had been looking for since Pancetti plauged my town and ruined my flowers / trees and synergy overall with my villagers.

- You have to move out someone ELSE. There is no way around this (unless you have 9 villagers, in which case, move on to the next step)
- You have to move IN someone ELSE. This is mandatory. It will take the title of "last moved in" from the villager you're trying to move out, and give it to someone else.
- You must Time Travel anywhere between 1-2 months forward away from the original move in day of the villager you wanna get rid of (the day they appeared in your town). This may or may not be necessary. But this is what I recommend.
- The date you travel to must also be at least 1-2 weeks after or before their birthday.
- note: Villagers can't ask to move close to their birthdays, but evidence suggests that they can still plan to move close to it. More testing needed.
Here are some examples of what I've done.

Street Passed Villager (10th) - Pancetti

I have all 8 wolves. I also had Chevre and a snooty pig (Pancetti). That's 10 villagers. Pancetti moved in randomly while I was walking on campus at Purdue, becoming not only my 10th, but also a random move in.
After moving out Chevre, Pancetti would still not move. So I went ahead and moved in Pashmina. The pig thus moved 2 weeks later. This was AFTER many months of time traveling forward from the date she moved in, AND 2-3 weeks after her birthday.

Wifi Passed Villager (10th) - Katt

I still had 8 wolves, Pashmina, and a spot left. I went to visit a friend's town (Fosters) to see if Cherry could move in. She was in boxes.
After failing to move Cherry (needed to cycle still) from my friend over wifi, I came back to my town, and the very next day, Katt moved in from Fosters. Apparently, she had already been boxed up and had left her town. But since she was still in "limbo" so to speak, she could be street passed or wifi-passed randomly to any visitor. I was the victim.
After time traveling forward from January to July, and after having removed Pashmina from my town and moved in Walker, Katt finally decided to move on July 4th. This was totaling 6 months of not talking to her (she explicitly said that's how long she hadn't seen me). The reason it took me this long to move her was because I didn't follow the other rules yet, and she only moved AFTER I got walker in.
