Villager is your 'Best Friend'? Inform me?

I hear that it's possible to have a best friend villager. The villager you're closest to presumably.
There are a few thing I want to know if anyone could tell me.

1. How does a villager become your best friend?

2. Are there any consequences or benefits?

I've heard that your best friend tries to move out constantly.
Is this accurate?
 


I'm not sure if it's an actual game mechanic, but I have gotten Marshal to the friend level where it's actually difficult for me to not get his picture. He ALWAYS visits my house (he lives in the same map block as I do, meaning any time he leaves his house and I'm home, he's right up in my home xD). He constantly tries to move out, but the one time I let him, he started to cry and said something along the lines of "I thought you were my best friend, you aren't going to try and stop me?" and it was actually so jarring that I turned off the game.

On one hand, the friendship and the dialogue were really cute! I got to see a lot more dialogue options than with my other smugs, and he constantly told me how much the favors I did meant to him. On the other hand, it was difficult to move furniture (but the visits are only a minute or so, so it's really not a big deal) and he definitely pinged more often than the others, but never twice in a row.

I have so many pictures of Lionel and Melba. They really need to calm it down.
 
Yep, you're best friends with them if they insist on giving you their picture every time you do something for them. I remember one time I got Pudge a perfect apple and he gave me his picture (this wasn't the first time). That same day he came to visit me while I was in my house (we are literally next door neighbours he's alllllways dropping by) and the next day in the mail he gave me ANOTHER picture. But I love Pudge, he's the cutest. I'd say the only downside is that they ask to move more often but I never let them.
