villager in tent won't ask to move in

I have Flurry in my camping tent and I want her to move in but she isn't asking if she should move here. I had another villager move out. I definitely have the space, I have 8 villagers right now. Are there villagers that just don't ask to move in?

How long have you been trying? Sometimes it takes a while.
I don't see why not.

If you have room, I think she will move in. Just keep talking to her and empty your pockets.

At times villagers can be quite stubborn, just keep asking until they give in. Be sure to empty your pockets and remove all bells so they don't lure you into a game.

She'll ask to move in eventually. I do have a tip I can give you: if you're able to visit Katrina or have the lovely phone, wear your lucky item and talk to the villager. After I wore my lucky item a few days ago, the only thing the camper kept asking was to move in. I didn't want her, so it became a little annoying.

It took me 15 minutes once to get a villager to move in, just keep on trying and you'll get her eventually!

Sometimes they want to play a game to make the decision. I've gone in with empty pockets before and not had any luck, but if I keep a few pieces of fruit (nothing important) and about 3000 bells, they'll ask to play a game to help them decide, if they win they won't move (just do it again), if you win they'll move in.

If they're really stubborn about it then try saving and quitting and ask with a different character or try your mayor again.
