Villager Ideas for Haunted Island?

Kiki and Cobb could work very well, but they've already been mentioned, so I'm going to suggest Octavian! He's heavily implied to be an alien

Roscoe‘s house exterior is nice and dark. Very suitable for a haunted town.
I feel like Cobb(jock) kinda looks like an evil scientist. All he needs is some new duds. Maybe the doctor clothes or lab clothes if there are any.
Stitches(lazy) is kinda creepy, but also pretty cute.
Ribbot(jock) looks like a robot frog and while cool and futuristic is also a little Frankenstein like.

It's not on you list, but Tiffany (Snooty) reminds me of Dr.Frank-N-Furter from The Rocky Horror Picture Show, maybe I'm the only one that see it. But She is my recommendation.

Normal: Coco
Sisterly: Muffy
Jock: Peck (those dead eyes lol)
Snooty: Ankha, Greta
Cranky:Roscoe, Kabuki

Peppy: Ruby

Not haunted enough: Agnes (tho her house is black), Genji (his personality is sooo peppy), Rasher, Spike, Ken.
