Villager house placement.

I've been plot resetting for probably the past couple hours or so and I'm starting to wonder if this villager will ever set down near where I want. The game insists on sticking his plot either a square or two from another villager's home, or a square away from my beach entrance. There is a large open space beneath town hall that would be ideal, but he hasn't plotted there once since I started.

Does the game cluster houses automatically? Or is it random and I'm just really unlucky?

There was a Tumblr post that said that when you're having bad luck with plot resetting, you can try turning off your 3DS and try again. The game will choose new locations for the house, supposedly.

Oh, that's an interesting idea, I'll give that a try!

And, it's Keaton the eagle. Tricky little jerk. There's a perfect spot for him near the sea cliffs but he just doesn't want to plot there. I'm going to try this on-off trick.

Heh, Keaton did the same with me. But now I have to move an entire bridge since he's settled down. Oh well, didn't need it there anyway.
 
I think you just have to keep trying. They will cluster in a certain area, and really you just have to keep trying because one of those times it's going to be a plot in a different location or area. And hopefully, it'll be in the right place that you want, or at least just something you're satisfied with.
 
New villagers will usually build their home near other homes and yours, so yes then tend to cluster them. Try putting some cheap public works projects temporarily in the spots where they keep trying to build. After several attempts I've gotten mine to build in a somewhat more secluded area, but there is always another house not too far away.
