I don't know? Wrong online time maybe?
She was reserved by someone before, but when the time for Tangy to go she can't take her so I DESPERATELY looking for anyone who wants to adopt her. Believe me, it took me hours.

No, they can still move. I had Doc give me a time capsule, and he just moved out without asking for it ever again. I could dig it up still, but I just took what the present attachment was and then erased it from my letters folder.

I'm pretty sure that they can move even when they still have a time capsule. I remember seeing pictures of those goodbye letters they always send to you after they move, and if they have a time capsule, they say something along the lines of letting you keep whatever is inside. One of my villagers asked me to bury a time capsule and he said he was moving a few days later, too.

So I had apple the hamster and forgot he reserved her. Later I needed room for a trade, incase somebody offers one of my wanted villagers... I was in such a hurry I just gave her away.
