Villager campsite trick?

I know what to do but nothing's working, I think I'm doing something wrong and I really want Marshal or Mint or Stitches or Maple without paying BIG because let's be honest. When people have around 100M bells and they use it to buy villagers I'm pretty sure they dupe 99k bell bags(no hate please I'm just saying)
