village trading question?

Is it possible to trade villagers when they are camping? cause a villager is camping at my town and it
seems that i have the max amount of villagers.

How? I mean, there has to be a reason.

If you have a full town, you can't bring them into your town. If they don't live in your town, there's no way to trade them.
