Misleading title is misleading. But it got you here, didn't it? :p

David Turnbull from 3DS Blog said:
Chet Faliszek of Valve has said that ?we?re about people sitting on their couches or at their desks? when asked if the developer would be interested in working with portable devices. He also notes that ?it?s just not a space our engine has been looked at or optimized for.? This means we shouldn?t expect Valve to work on anything for the 3DS, which is not that surprising. But at least we have clarity on the matter.

Figures. The 3DS isn't powerful enough for Valve software, anyways.

I would have never expected Valve to develop for a handheld, anyway. Though Portal would be AMAZING on the 3DS.

Eh, games like Portal and Half-Life (to me) seem like they belong on the PC. Not that I would object to a 3D portable Portal game, though. :P

Agreed. I never expected Valve to create anything for a handheld anyway, but it would be pretty nice.

Why not? Dual screen Portal in 3D, what's not to love? And it's not like Portal is a game that demands super amazing HD high-end PC graphics, anyway. It would look fine on the 3DS.
have you seen most PC games?
i would argue that few of them demand HD quality.

dual screen portal, like seeing one on the bottom screen? what would the point of that be, other than
novelty!

it'll never happen, and it's kinda a good thing. no, is a good thing.

3ds needs it's own original games, not hackjob ports and rehashes. note hackjob.

PSVita might be capable, Valve still won't though. don't mind, they belong on PC.
