I noticed today that Francine has plotted in my town as the 10th villager (done a lot of online trading lately so I assume she came from another town) - conveniently in one of my pre-marked spaces for future villager houses, but I don't plan to keep her permanently and have heard that it's harder to get 10th villagers to move out?
Is this true? Will it be possible to get her to move at some point? Also I haven't played in a while so I've forgotten, but will I now have two villagers move out before a new one moves in, or will my villager count now vary between 9-10 instead? And if the latter - is there a way to get my villager count back down to 8 or is that impossible now I've reached 10?
Sadly, 10th villagers are very, very difficult to move out. Some say they can ask to move, but never have I had the 10th move-in get moved out. Only when you move out a different villager and move in another villager as the new 10th one will Francine in you town more likely to ask to move.
I believe she will only be hard to move out while she stays the 10th villager. Once someone else moves in, I think Francine will be considered the 9th villager, and she will be easier to move out.
Okay I think I understand, thanks! Luckily I hardly have any dreamies yet so hoping it'll be possible to move her out without too much hassle!
So when I get nine dreamies, I guess the crucial part is making sure I don't get an unwanted 10th villager before getting my 10th dreamie? I hope that if that happens I'll be able to rectify it by moving out a dreamie and moving them back in afterwards via amiibo (amiibo negates the cycling period before being able to get the villager back, right?)? Anyway I'm getting way into the future now, but hope I'm right in thinking this!
She can ask to move out, it’s definitely not impossible. I had ten villagers when I picked up Skye on an old copy, and she asked to move out after an in game week or two. Good luck on getting out your non-dreamies and in your dreamies!

Got 1/10 so far on my old town I've recently come back to - but to be fair I don't TT (in this town) and have only just properly got my dreamies list together - getting a New 3DS for my birthday next month so really looking forward to being able to connect to my TT town and transfer two more of my dreamies, plus the possibility of being able to cycle for more
the 10th villager to ever move into your town USED to be near impossible to get out (my sister had apple for 3 YEARS), but they fixed that with the welcome amiibo update... now it should just be random like any other villager
