Unlocking Projects!

Hey everyone! Sorry if this was already asked, but I'm wondering if there is any easy way to unlock projects! I've been talking to villagers for forever but to no avail I'd really like to unlock the Police Station! Thanks

They have to approach you with the suggestions. So when they get the little surprised look and walk over to you, always talk to them.

Yeah it seems random but hopefully you'll get a villager to bring up the idea! I'm in the same boat!
