Once took me 15 mins to get a camper to agree haha
 
Just keep at it. It took me hours to convince Beau to move in. She'll eventually either say yes or choose an easy game like Charades.

It once took me almost thirty minutes of game playing to convince someone to move in from the campsite. Keep at it and wear her down :)
 
just keep playing games with her or talk to her. it took me like 20 mins or so to convince beau to move into my town.
 
It took me a while to get Melba. I wanted her so badly too. But now she's home!
 
So long as you have 9 villagers or less and the patience to wear her down there's no reason why she won't move in. But she might troll you with responses like that a few times. Doc did the same to me recently.
 
All as said above, I found if I had around 10K showing in my wallet & few bugs/fish (doesn't have to be rares) she may ask to trade as well as play games - it might help. I never leave silver tools (Or gold for that matter) showing in my pocket, as I've read that they can ask for silver tools - true? - don't know.

But yes keep at it and she will agree to move in, doesn't matter if you lose a game, and yes you need 9 or less villagers.
You can try with an alt - if its a villager I really want I reinforce the move in by going to see them with alts as well as my mayor. Not necessary tho.
