Town villager ideas?

I'm resetting pretty soon and I still don't know what villagers should I get for the new town. Should I keep the usual lineup, or should I make them an all-avian town, or should I make them an all-penguin town?

I've already decided what villagers would I have if I make an all-avian town(Blanche, Cranston, Flora, Phoebe, Sparro, Apollo, Jacques, Friga, Sprinkle, and Gladys), but I still need to decide what villagers if I make an all-penguin town or a basic town.

Basic town: Diana, Flora, Jacques, Apollo, Sparro, Phoebe, Erik, Marina/Skye, a smug(Marshal? Zell?), ???
All-penguin: Boomer, Tex, Flo, Iggly/Roald, Aurora, Sprinkle, Friga, Hopper, Gwen(?), ???

I'm more leaning towards the basic town than the other 2 though. The other 2 is what I planned as a new, fresh start but I got attached to the villagers on my to-be-resetted town(Mikado) too much.

I think all one-specie towns are cute. I'm biased though because I've always loved birds (going to have one as a pet one day!)
I think you should do an all-bird town specifically, ostriches! If I were you, I'd get every ostrich and maybe mix in an eagle and a regular bird/duck (I don't like penguins) and one cat just to be ironic.

If you like Penguins so much a town with different personality penguins can be nice xD
