It is actually pretty simple you just post that you have signed this agreement of when you move in real life you should resart your AC game to begin a new new. There is an exception though if you move and go to the same school/job you were previosly going to then keep your town, unless you don't want to.

I could if i moved then i would have to restart and then be almost like real life with no friends, debt, ect.

I never have moved and I don't want to and I don't think I ever will(I mean, until I am able to move out myself in a little while)... But I've already deleted my towns before...
Good, I like this. It is a great challenge and I was going to do this myself. So, from now on, I, Kaleb(last name unidentified) will sign this agreement and will keep his newest town forever.....
(My newest town also has a lot of fish, which is really cool)
Ah, I should've named my town my hometown, to make it fit more with the agreement.... =)
