Town Rating Drop

Hello Belltree forums. My name is AnusFreezer (not my birth name, mind you) and I come to you in an hour of desperation and utter confusion. I have played Animal Crossing since the GC version but I have always played casually, and it was not until I bought New Leaf that I decided I wanted to go for the Perfect Town rating. I did my research and learned the basics of maintaining a town such as having enough trees/flowers, 10 public works, etc. For about a month Isabelle has been feeding me the "Even from an academic standing, this town is great and attracting lots of tourists!" message, or something along those lines. Naturally, I'd assumed that I was close to my goal and just needed a few more Public Projects erected. But just the other day, out of the blue, she tells me the town is "riding the so-so rails". *****, what? I am at a loss. I've spent the past few days looking stuff up, cutting down trees to reduce my ration and building more projects (because my town with 10 projects is still underdeveloped according to Isabelle). So I ask you, oh wise veterans of the AC life, what in high holy **** happened?

Strangely, a few things happened just before this. Maybe one of these caused the rating drop:
1. The day before this, I finished building the instrument shelter.
2. That same day, my first ever bamboo shoots (3 of them) reached maturity.
3. Also that same day, a neighbor moved out (Portia).

Town Stats (or whatever you'd call them)
-Trees: Just 107 right now, including the 3 bamboo stalks and the 6 on the beach (3 coconuts, 3 bananas)
-Flowers: An assload. Not counting the those, there's gotta be at least 150-180. Probably 15% hybrids.
-Public Works: Currently 11, 12th underway (2nd Suspension bridge). The 11 are as follows:
-Cobblestone bridge
-Suspension bridge
-Zen bench x2
-Instrument shelter
-Fountain
-Hammock
-Statue fountain
-Stone tablet
-Wind turbine
-Windmill
-Campsite

That's all I've got. Please help me. Also may be important to note that another neighbor just moved in (Apollo) to replace Portia today. Also I do have The Roost in my town. I've been told that having fewer than 10 neighbors in your town makes getting a Perfect Town harder, but The Roost has been here a while and I still always had that "yay good job your town's great" message for over a month I think, despite the fact that I can't get more than 9 neighbors. If anybody knows what the deal is, let me know. Otherwise I'll assume it's Isabelle's fault and she'll have to be punished. Thank you for reading all this, and always sprinkle when you tinkle.
 
I believe you need more trees. The span is between 110-200 trees for a perfect town. More or less trees may be needed in contrast to the amount of PWPs you have. Also, do you have any weeds/items on the ground? I would get rid of those.
 
Pick up everything off the ground. Clothes, money, or furniture on the ground can affect you. Weeds are also a problem.
 
Like Mega_Cabbage said you need more trees. Also adding the flower arc and wisteria trellis will help a lot. Just because you have 10+ pwps doesn't mean you'll reach to have a perfect town.
 
Build more nature themed pwps, you need it to balance out the "unnature" themed ones so to speak.

I had this problem, too!
Do you have a lot of open spaces due to people moving out or making room for PWPs?
Once you fill them, your rating will shoot up.
 
There are no weeds, and nothing on the ground or buried other than fertilizer. And unfortunately I don't have access to the Flower Arch or Westeria Trellis, so I'll need to hang out with my neighbors I guess. And I originally thought I had too many trees, so I cut a few down. I had around 120 in my town before I mowed a few down.

Also, what counts as "nature themed" PWPs other than the Westeria Trellis and Flower Arch? I know there are ugly ones like the pipes and oil rig, I used to have a trash can until I found out that was bad.

Rack of rice, hot spring, flower bed, geyser, zen garden, topiaries, firepit, water well, and water pump are all nature PwPs, I believe.
 
Oh I actually do have the water well, nice. It sounds to me like the problem is an imbalance in natural/unnatural public works. I didn't know AC counted that ratio
 
i didn't know that natural and unnatural mattered o__o i supposed TIL. does isabelle say anything else, like the citizens think you need more pwp? she used to say my town rode soso rails but said what i should work on. i had a bunch of trees so it was more a matter of pwps. i just built more and one day everything was perfect.
 
Make sure you pick everything up off the ground, any lose items that arent flowers or bushes etc. The wind turbine might be bringing down your perfect town rating too. And you need more trees!
