Town feels empty?

Ik this is sounds stupid but I feel like my town is really empty even tho I have 9 villagers

My maps layout has two halfs one above and one under it, and it seems like all the 9 villagers placed their houses under and the above part seems like almost empty because no one walks there, so any suggestions on what to do? Plus 4 of the villagers stay out side, 2 in stores and the rest are just in their homes which kinda sucks

Public Works Projects to make cool areas like a park or plaza, etc.?

Flowers and paths are good for filling up empty spaces
Trees also work well

PWP it up! Villagers gravitate towards the public works projects. Sounds like you have a good place to put a park!

I know what you mean, my villagers are all on the top left of the map or the bottom right. The top right is very empty. I ended up making the area look like a park with a sphinx, a fountain, a hot spring, as well as flowers and trees. I mean, my villagers may not go there, but visitors/dream visitors would like to take in the sights anyway.

This is the very reason why I like to reset for plots. I like to put my villagers all over the map.

If you aren't willing to plot reset or already have them set up in good locations, it'd be best to use PWP's, trees, bushes, flowers, and qr codes to fill the empty space.

I can see why that may seem like a town is empty. You could do more with it though like have a park and such.

My villagers actually put their houses everywhere, so I had less to work with. I filled up the spaces with PWPs though, but I still would have loved to have a park. I think that would have been really nice. The only problem is that if I ever had to do the villager reset trick again, I have no place to put my fourth villager. That's how much it feels like my town is full now.

That's why i hope in the new ac, they will allow past villagers to also roam in your town too.
It'll make it more busy, and they can interact with each other. Maybe even suggest pwp.

I feel the same like you and now I added paths and pwps it look really good =D

Public Works Projects is always the solution . Though you need to have the bells to do it.
