I was playing and doing nothing productive when I head up to main street. Suddenly, Tia was there. She moved away months ago, but she is one of my favorites, so I talked to her. She acted completely normal. Further research claims she is in the void. Supposedly, this is where villagers who left go after 16 moved away. I kicked out Hampherey and went to talk to her, but she didn't bring up moving in. How can I invite her back? She's one of my dream villagers, so I really want her back in town.

all villagers just come into main street once they've moved out, you can't invite them back from there.
As laineybop said. You have to cycle though 16 villagers and only then will you be able to get Tia back. Once you no longer see Tia on your main street then you can get her again from a different village. Though I believe it will be a "new" Tia - one that doesn't remember living in your town before.
Once you've gone through 16 villagers, she'll be gone from your main street and you can invite her back in from someone else's town.
Your void is a bit different than the 16 villager history, though. The void is for the villagers who've moved out of your town since you last connected with someone. You can have up to three villagers, and once you connect with someone, the void will be cleared, and the person you connected with might get one of the villagers who was in your void.

No, you can't. Not through the island. You have to actually go to their town when she's moving out and talk to her. Try going to the villager trading board and buying her.

No, you have to connect either by StreetPass or visiting their town/having them visit your town to clear your void.

She's still on your main street because you haven't cycled out 16 villagers. You need to wait until you no longer see her on main street before you try to get her from someone else. c:

you need to cycle 16 villagers to get her back. meaning, after Tia leave, you'll need to move 16 more villagers to get her back.
